President Trump’s newly filed financial disclosures show he handed out $157,000 in cash gifts to White House staffers over the holidays, according to financial disclosures released by his administration and reported by the BBC.

The documents mark each payment simply as a “cash gift for the holidays.” Three aides received the largest identical sums: Natalie Harp, communications advisor Margo Martin, and executive assistant Chamberlain Harris each got $45,000.

Walt Nauta, director of Oval Office Operations, received an additional $22,000. Notably, no other White House staffer has declared any gifts from the president on the disclosure forms — out of dozens of listed employees, only these four saw a dime.

The White House did not explain why the other 91 staffers listed, including several top aides and First Lady Melania Trump’s own advisors, were left off the gift list entirely.

Who Actually Got the Money

Harp, 35, is one of Trump’s most trusted aides. She’s often the one typing his Truth Social posts as he dictates them, and last month she made headlines as one of the small handful of people who joined him when he secretly swapped planes leaving Turkey.

Martin is widely known for documenting Trump’s day-to-day activities across his social media accounts. Harris, 26, serves as the president’s executive assistant and was appointed in February to the U.S. Commission of Fine Arts, the body overseeing construction of the White House ballroom.

Nauta, a Navy veteran, has been at Trump’s side since his first term as a military valet, later following him to Mar-a-Lago as a personal assistant. He was briefly indicted alongside Trump in 2023 over mishandled documents, a case that was ultimately dismissed.

Is It Even Legal?

Federal employees are barred from accepting outside compensation tied to their government duties, and that’s exactly where the disagreement starts.

Under 18 U.S.C. § 209, it’s illegal for an executive branch employee to receive “any salary, or any contribution to or supplementation of salary, as compensation for his services” from any source outside the federal government.

The White House insists this doesn’t apply here. A statement posted by the press office read: “The President has a longstanding practice of giving Christmas gifts to people in his orbit, including at times employees and aides, both in government and in his time in the private sector.

The gifts at issue here have nothing to do with any of these individuals’ official government duties, and, therefore, are entirely permissible under relevant legal and ethical standards.”

Not everyone buys the framing. Richard Painter, a former White House ethics lawyer under President George W. Bush, told CNN the payments are “likely“ a case of a government employee taking extra income on top of their salary, something the law flatly bans.

“If someone is your employee and you would give them a gift, it is almost certainly not a gift. It’s income,” he said, adding that Trump’s aides “aren’t his … Fifth Avenue doorman.”

John Ronquillo, an associate public policy professor at the University of Maryland, pointed out that $45,000 amounts to nearly a third of the aides’ annual salary—hardly a small stocking stuffer. He called it something that “should raise red flags for a lot of people, you know, who are watchdogs, who are ethics experts.”

Law professor Cassandra Burke Robertson, of Case Western Reserve University, told the BBC it’s “not an easy call.” If the cash counts as compensation, it’s against the rules—but the administration’s defense hinges entirely on it being a gift born of friendship, not payment for work.

She added that even if the gifts are technically legal, they still feed into a broader problem: “It does add to a generalised perception of really rampant conflicts of interest.” That perception isn’t coming out of nowhere.

Trump and his family earned more than $1 billion last year through crypto ventures and other business dealings, according to a 927-page disclosure filed with the Office of Government Ethics and reported by NPR.

Painter told the outlet Trump “stands alone in having such substantial financial conflicts of interest” compared to any past president.

Natalie Harp’s Long Road to the Inner Circle

Long before this disclosure, Harp had already become one of the most talked-about names in Trump’s orbit—for reasons that go beyond typing his social media posts.

She first caught Trump’s attention in 2019 after sharing her story of living with bone cancer, crediting his “Right to Try” policy for saving her life.

“I’m not dying from cancer anymore. Thanks to President Trump, I’m living with cancer,” she said on Fox & Friends at the time, an appearance that launched her into conservative media circles and eventually a role at One America News.

She joined Trump’s staff as a personal assistant in 2022. By 2023, according to the New York Times, she was reportedly sending him personal letters that unsettled people around him—lines like “You are all that matters to me” and “I want to bring you joy.”

Today, she trails him with a printer in hand, transcribing his dictated posts and texts in real time. Allies have nicknamed her the “human printer.” That closeness became a political flashpoint last month.

Georgia Senator Jon Ossoff, campaigning for reelection, took a public jab at Trump during an Atlanta rally, accusing the president of dodging his duties to “travel with Natalie on their apparently defenseless flying palace gifted by the Emir of Qatar,” referencing the Turkey flight, a comment widely read as needling Trump over his relationship with Harp, according to CNN.

With Harp’s name circulating for weeks between the Ossoff feud and now the cash-gift disclosures, someone close to the First Lady decided to address it directly.

Marc Beckman, described as Melania Trump’s exclusive senior advisor, sat down for an interview with Stella Escobedo, posted to X, where he was asked point-blank about the “garbage tabloid gossip” surrounding Harp.

His response didn’t hold back. “The liberal media is ridiculous,” he said. “And they’re obsessed with the gossip with the First Family. And I can tell you firsthand that it’s time for them to become journalists and stop looking at the gossip.”
