Krantz, however, said at the news conference that he did not yet have details about the bystander’s firearm or whether the person held a concealed carry permit.

The chief also said investigators still did not know exactly how far the teenager had traveled through the school.

Authorities were investigating whether he knew anyone there and whether he had previously attended Silver Rail Elementary. The intervention also raised questions about firearm rules on school property.

The New York Post, citing earlier reporting by Oregon Public Broadcasting, noted that the Bend-La Pine school district had banned people, including concealed handgun license holders, from carrying firearms on district property.

A separate provision of Oregon law allowed lawfully possessed firearms on school grounds when unloaded and locked inside a vehicle, according to the report.

Police had not publicly resolved how those rules applied to the circumstances surrounding the community member’s presence and actions.

What authorities did make clear was that the armed teenager had already been shot before responding officers took control of the building.

Officers Entered and Found the Gunman Dead

“Moments later, an officer reported that the community member had shot the suspect,” Fox News reported of the police response.

“Our officers entered the building and confirmed the suspect was dead,” Krantz said. “They cleared the school to ensure there were no additional threats, and then rendered emergency aid to the victims.”

Bend police, the Deschutes County Sheriff’s Office, Redmond police, Oregon State Police, and federal law enforcement partners then worked through the building room by room.

Their task extended beyond locating the shooter. Officers had to determine whether any additional threats remained while helping the wounded and evacuating the school. The FBI also joined the investigation.

“@FBIPortland is on the scene and assisting our local partners in the investigation regarding an earlier shooting at a local school. We will make every resource they need available,” FBI Director Kash Patel wrote.

Students and staff were eventually taken by Bend-La Pine school buses to Journey Church, where they could reunite with parents and guardians. That reunification process was still continuing at the time of the evening briefing.

A Teacher Credited the Bystander’s Intervention

Sheil Smith, the fifth-grade teacher who had moved her students away from view after spotting the gunman, later addressed the actions of the person who followed him.

“That person saw something. They did something, and that took its own courage. I’m just grateful that that person was able to apprehend the suspect,” she said.

Oregon Gov. Tina Kotek also singled out the community member while thanking school staff, parents, and first responders.

“To the community member who heroically intervened to stop further loss of life: Your actions carry a heavy emotional burden, and I just want you to know that my thoughts are with you as well,” Kotek said.

Police did not publicly identify the community member in the information provided. The exact sequence inside the building remained part of the investigation, including how far the gunman traveled before the confrontation.

Police Had Trained for an Active Threat

The rapid police response came only months after Bend officers underwent specific training for such an emergency. Krantz said every Bend police officer had completed a full day of active-threat training at a local high school in August.

“Unfortunately, this is something we train for on a regular basis, and we must,” he said. A large police presence was expected to remain at Silver Rail Elementary for several days as investigators continued reconstructing the shooting.

“This is something we never want to happen anywhere, but especially in our beautiful community here in Bend,” Krantz said. “There are not really any words I can say to any of you that will make this better.”

“But please know that we are working hard to ensure that we conduct a thorough investigation.”

Classes and Activities Were Canceled

Bend-La Pine Schools canceled all district schools and activities for Friday. Superintendent Steven Cook said crisis counseling would be available to people affected by the shooting.

“I don’t have any words for what this community is feeling right now. I don’t think anybody does. We are heartbroken, we are horrified,” Cook said.

“This is the kind of thing you hear about in other places, and pray that it never happens here. And it has happened here today,” he added. “It happened to our children, to our teachers and to our families.”

Cook also addressed the school employees who protected children during the attack. “You did what no one should ever be asked to do,” he said. “I am so grateful beyond words for your efforts.”

He urged families to remain close after the shooting. “Please hold your children, hold your loved ones tight tonight. Let them talk, let them cry. Let them know we are going to rally and care for one another in this community.”

Thousands Gathered in Bend

By Thursday evening, the response had moved from Silver Rail Elementary to a public gathering elsewhere in Bend. Thousands of people gathered at Drake Park for a prayer vigil, according to The Oregonian/OregonLive.

Mourners held candles and hugged as they listened to prayers, music, and community leaders. Oregon’s elected officials also issued public statements as more information about the victims emerged.

“My heart and my prayers and everything else I got is with the families at Silver Rail Elementary,” Rep. Janelle Bynum wrote.

Sen. Jeff Merkley asked people to continue thinking of the school’s students, teachers, families, and wider community. He also thanked the first responders and emergency workers who responded to the shooting.

Sen. Ron Wyden said his “heart goes out to the innocent victims” and their loved ones. In his official statement, Wyden also called for gun legislation intended to reduce the risk of future school shootings.

The Shooting Added to a Grim National Toll

The Silver Rail Elementary attack was the 28th mass killing in the United States in 2026, according to a database maintained by the Associated Press and USA Today in partnership with Northeastern University.

A separate CNN analysis, drawing on events reported by the Gun Violence Archive, Education Week, and Everytown for Gun Safety, classified the tragedy as the 36th shooting on K-12 school grounds this year.

CNN’s broader count showed 52 school shootings in the United States by October 15, the 288th day of 2026. Its annual figures showed 18 school shootings in 2008, 22 in 2009, 13 in 2010, 15 in 2011, and 13 in 2012.

The number rose to 26 in 2013, 36 in 2014, 37 in 2015, 51 in 2016, 41 in 2017, 44 in 2018, and 53 in 2019. CNN recorded 23 in 2020, followed by 74 in 2021, 81 in 2022, 84 in 2023, 83 in 2024, and 79 in 2025. By October 15, the figure for 2026 stood at 52.

At Silver Rail Elementary, investigators were still working to answer key questions about the teenager, his connection to the school, and his movements once inside.

But the first minutes were already sharply defined: a 12:59 p.m. emergency call, a 1:01 p.m. lockdown order, and officers arriving at 1:02 p.m.

Before those officers entered, a community member had pursued the armed teenager into the school and shot him. Police then moved through the building, treated the wounded, and began the investigation into an attack that left four victims dead and two critically injured.

Trump was asked about the Sussexes during a question-and-answer session with reporters following a press conference with travel executives on Wednesday, according to The Guardian.

His response began with a brief expression of approval before he turned to his history with the royal family and what he believes Harry and Meghan got wrong.
